Sheffield Wednesday Confronts Serious Challenges, Declares New Football Authority

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's ongoing struggles represent a a "major concern" and the football regulator is seeking powers to investigate clubs in such situations, its new chair the regulator has declared.

During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards the club's followers.

The regulator engaged with four fan organizations connected to the football team recently.

The team have been experiencing difficulties in multiple areas in 2025, with the club missing wage payments on five separate occasions, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the iconic names for English football and recently we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will allow us to have Wednesday and comparable cases brought to our attention if they require examination and acted upon."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in August.

Official's Viewpoint

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the team's plight, as I do for all the clubs that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the supporters."

When asked if the regulator could force an owner to sell a club if they are judged inappropriate, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The final option we would consider is commence engagement with an individual club, an particular chairman, without being in a position to cooperate with that proprietor to address the challenges confronting the team and the chairman's encountering," the regulator explained.

"In actuality, when you examine the past of football, over the recent generations there have been certain proprietors, few in number, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The chairman convened with delegates from multiple organizations to lay out the remit of the oversight body this week and stated it constituted a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made necessary will vanish rapidly," Kogan said.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Considerable investment flowing into the game and has been channeled for the recent generations, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the next two or three years."

Premier League Concerns

The Premier League opposed the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the prosperity and expansion as an financial organization of the Premier League.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a high level of reassurance."

Ideological Links

Kogan is still facing a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the Labour Party in 2020.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," Kogan said.

"I am presently disconnected from any form of political activity."
